The Neopet does not have to be painted Halloween, or a specific species. Cheap garlic items include Garlic Cheese Toast, Snow Garlic or Garlic Bread Halves.

The Neopets ‘Achyfi!’ avatar can be earned by feeding any item with the words “drink” or “juice” in the name to your pet. Cheap ones include Rocket Fizzy Drink, Super Energy Blast Drink or Dandelion and Burdock Drink.

To add the Neopets ‘Plushie!’ avatar to your collection you need to donate any Plushie to the Money Tree via your inventory, as quick stock will not work.
